Vacancy volatility and market divergence\u00a0<\/b><\/p>\n

The global labour market has settled into a new post-Covid normal, but not evenly. While countries like the US, France, and Germany have rebounded beyond pre-pandemic vacancy levels, the UK has returned to baseline and then dipped further. In fact, Germany and the UK have seen the sharpest declines from their post-Covid peaks.<\/span><\/p>\n

\"\"This uneven recovery is a crucial signal for employers. Roles that were hard to fill last quarter may now see fewer applicants, and the opposite is just as likely. TA leaders must stay close to live market data to pivot quickly.<\/span><\/p>\n

AI and Diversity in the spotlight<\/b><\/p>\n

Two major themes stood out globally: AI\u2019s accelerating impact and a shift in how companies are prioritising DEI.<\/span><\/p>\n

AI is already reshaping entry-level hiring. From resume screening to autonomous logistics, US companies are moving fast in adopting AI-first models and the ripple effects are expected to reach the UK market soon. Graduate jobs, already under pressure, may become even scarcer as automation takes hold in the most vulnerable parts of the hiring pipeline.<\/span><\/p>\n

At the same time, diversity, equity, and inclusion efforts appear to be taking a backseat. In the face of margin pressures, many organisations are reducing investment in DEI, shifting focus to short-term gains. This change creates a more competitive environment for underrepresented talent and may expose employers to long-term reputational risk.<\/span><\/p>\n

AI literacy is becoming a major differentiator, not just for candidates, but for recruiters too. TA teams that understand how to leverage these tools will have an edge in finding and engaging the right talent.<\/span><\/p>\n

Cooling growth and rising pressure<\/b><\/p>\n

Closer to home, the UK labour market is showing subtle but significant changes.<\/span><\/p>\n

Salary growth remains positive at 5.2 percent year-on-year, but that momentum is beginning to slow. Graduate roles, often the first to go in a downturn, are declining as companies reassess entry-level hiring.<\/span><\/p>\n

One standout regional story is Northern Ireland, which has seen a sharp surge in hiring activity. Year-on-year vacancy growth is up 48%, the highest increase across the UK, as seen in the image below. Much of this boom appears to be driven by demand for part-time and contract roles, suggesting that employers in the region are embracing flexibility as a way to manage cost pressures and adapt to shifting workforce needs.<\/span><\/p>\n

Sector by sector, the picture is mixed. Construction, teaching, and social work have all seen growth in vacancies. On the other hand, recruitment, energy, graduate hiring, and retail are seeing steep declines. Retail in particular has seen the largest drop in roles, as seen below.\u00a0<\/span><\/p>\n

These fluctuations point to a labour market in flux, where knowing where to focus efforts can lead to better results.<\/span><\/p>\n

NIC changes, what should employers prepare for?<\/b><\/p>\n

A major policy shift is on the horizon. In April 2025, National Insurance Contributions (NICs) for UK employers changed, adding new financial pressure at a time when many businesses are already feeling the strain.<\/span><\/p>\n

The NIC rate rose from 13.8% to 15%. In addition, the contribution threshold will drop from \u00a39,100 to \u00a35,000 per year. These changes are expected to disproportionately impact smaller businesses and those with a high volume of lower-paid roles, such as hospitality, logistics, and warehouse work, where margins are already tight.<\/span><\/p>\n

We\u2019re already seeing signs of a pullback in these sectors. While the overall drop in UK vacancies has been modest at just 0.35%, the decline is far more pronounced in lower-salary industries. Retail roles have dropped by 42% year-on-year, while domestic help and cleaning vacancies are down 22%. These figures point to a cautious hiring climate, where employers may be holding back on replacing staff or expanding teams ahead of rising costs.<\/span><\/p>\n

TA professionals should be prepared for this trend to deepen in the months ahead. With hiring budgets under pressure, maximising the ROI of each hire, and focusing on workforce planning that accounts for regulatory shifts will be critical.<\/span><\/p>\n

Adaptability is the advantage<\/b><\/p>\n

With global instability, rising employer costs, and AI transforming the talent landscape, TA leaders in the UK face a complex road ahead. But there are also opportunities.<\/span><\/p>\n

Staying close to live data will help recruitment teams direct their efforts where they matter most. Adopting an agile mindset will allow companies to respond quickly to shifting candidate markets. Upskilling in AI and hiring tech will ensure teams remain competitive as the tools evolve. And keeping a human lens on hiring, even in an AI-driven world, will build stronger connections with top talent.<\/span><\/p>\n
