Regional Director Europe It is accepted that Border Force will only maintain the effective controls and contain the security issues if the UK does not lose momentum both operationally and diplomatically; both areas where the current post holder is heavily engaged and leading on behalf of Border Force, the Home Office and often UK Government with key operational partners. These contacts often require face to face and SCS representation, which will likely increase post-EU Exit. There are currently <800 staff deployed to juxtaposed ports. This will extend with post exit customs staff in Coquelles and the stand up of an Amsterdam team for Eurostar. We are also reviewing the inclusion of a broader international team within Border Force to join this region. You will manage all operational staff across the region and hold responsibility for the development of the trilateral strategic relationships with European stakeholders including senior Government officials and Ministers within France, Belgium and Holland. The region is a critical link for representation in the UK in the France and Belgium migration committee on operational matters and be the lead for Border Force interests in treaty conversations regarding the juxtaposed controls post-Brexit especially in relation to new rail services from Holland. Operationally, Juxtaposed controls consistently deliver a high performance in both forgery and imposter detection across Border Force. It is a unique command that operates both UK immigration powers and Customs powers at the Channel Tunnel in a juxtaposed environment. The operational response generated by Border Force also leads to the detection of clandestine arrivals at the juxtaposed ports with a strong record for the detection of prohibited goods including class A drugs and firearms and commercially smuggled excise goods that are subject to duty and tax. The region is critical to the delivery of a safe UK Border at one of the highest profile and strategically challenging locations in BF.Alongside border security, Border Force South East makes a significant contribution to national prosperity, protecting millions of pounds of revenue, facilitating trade and delivering the best possible passenger experience, all essential to keeping British industry competitive and maintaining the UK’s reputation as a great business and tourism destination. Regional Director South EastThe Regional Director, South East will be responsible for direction and leadership of a redefined Border Force region including the port of Dover and significantly increased inland facilities for Convention of Transit Convention (CTC) checks and/ or CITES including new sites at Manston, Ashford and Ebbsfleet. This will be an increasing requirement and model all EU Exit scenarios. This distinct role will also allow the Regional Director to focus on the increased transit requirements and logistical demands of the border operation in the South East.This includes significant engagement with HMRC on policy requirements and new operating models. It will also require significant interaction with a variety of South East partners on logistical demands in the region. As a consequence of the increased capacity and capability, the new requirements are likely to see a further increase of staff in the region.Alongside border security, Border Force South East and Europe makes a significant contribution to national prosperity, protecting millions of pounds of revenue, facilitating trade and delivering the best possible passenger experience, all essential to keeping British industry competitive and maintaining the UK’s reputation as a great business and tourism destination.The successful candidates will be required to obtain Security Cleared (SC) level before taking up post with the requirement to obtain Developed Vetting (DV) clearance once in the post. The successful candidate must be able to demonstrate their experience and skills against these essential criteria:• The ability to identify new ways of working and to deliver decisive change in a complex often highly bureaucratic environment.• Operational experience at a similar scale and/or complexity, understanding the key levers for delivery against objectives from budgetary discipline to workforce design.• The ability to actively and critically engage with and listen to partners and stakeholders involved in delivery, as well as to set strategic direction.• Collaboration skills, working across boundaries to deliver on a challenging agenda. A strong influencer, collegiate in approach and able to forge effective strategic partnerships.• Highly developed communications skills, with the ability to convey complex ideas and options in written communications, as well as to articulate them orally to Senior Managers and front-line staff alike. Desirable Criteria• Good/fluent level of French.
