This is an exciting opportunity to join Homes England and lead the Delivery Management and Implementation activities for our Infrastructure Grant funds.You will form part of the new Infrastructure Grants Team, which is part of the wider Investments Directorate, and will be a key member of its senior management team, working closely with the Group Director.You will provide day-to-day support to the Director and to the delivery of grant funding through the lifecycle, from inception through assessment, approvals and contracting. The role will involve leading the business planning, resource planning, and pipeline management for the Infrastructure Grants team, using in-depth knowledge of the activities of the business to do so. This will also include working with dedicated Homes England staff based in offices around the country.Job descriptionThe successful person will be responsible for:Leading on Strategy planning for the Infrastructure Grants unit, obtaining input from the Senior Management Team, Infrastructure Grant Transactions, Infrastructure Grant Project Management and Programme Management colleagues, and other relevant stakeholders, and maintaining the regular review cycle. This will include setting up and continual improvement of group process management.Taking ownership of the resource planning for the Infrastructure Grants unit, including staff headcount and admin budget management, learning and development/training budgets and other relevant resource budgets.Leading on annual Budget and Spending Review planning for the Infrastructure Grants unit, pulling together and managing detailed input into new bids for the business; working closely with centralised finance and fund operations.Taking ownership of Pipeline Management for the Infrastructure Grants unit, including leading on interaction with Markets, Partners and Places, Land and Development and Investments regarding the Single Pipeline, ensuring sufficient propositions are forthcoming to deliver the business plan.Being the key interface with Programme Management/Performance and Business Management, Finance, and other Corporate Services, ensuring that the Infrastructure Grants unit is providing the right information to colleagues, and that it is receiving the agreed services in terms of reporting, MI, payments and other business administrative actions. ResponsibilitiesIn order to complete the responsibilities for this role, the successful candidate will have:Qualifications- Essential - Degree level qualification or equivalent experience- Desirable - Relevant Professional Qualification in: Strategic Project and Programme Management, Surveying, Planning or similar.Knowledge, Skills and Experience - Essential:- Experience of setting up new functions, building and leading teams.- Experience of different delivery models and funding structures in a property environment.- Commercially- focused experience of risk management and business administration.- Excellent inter-personal communication, stakeholder management and organisational skills, with the ability to effectively prioritise and rationalise.- Experience of managing and delivering organisational change in a complex environment.Knowledge, Skills and Experience - Desirable:Knowledge of:- UK Housing market.- Grant-based public sector programmes, including state aid.- Experience of public sector property and/or infrastructure projects.- Experience of contracting large projects and managing capital budgets.Commercial - Utilising the best industry led practice to ensure a robust and dynamic approach bridging thedemands of the public sector with the practice of the private sector.Collaborative - Identifying our partners’ priorities and pressures, and adapting our offer and support to achieve positive outcomes.Homes EnglandWe are the Government’s national housing agency.
