The Role:

We've created a successful shared service centre using cutting edge digital technology to deliver HR, recruitment, finance, purchasing, payroll and pensions transactions to over 75,000 customers across Hampshire County Council, Oxfordshire County Council, Schools, Hampshire Constabulary, Hampshire Fire and Rescue Service and three London Boroughs too! As the ideal candidate you'll have previous experience within a team management role, strong communication skills and be able to manage high volume activities. Excellent customer service skills will be essential to maintain and promote positive relationships with our customers. Joining our Transactional HR and pay team, you'll follow legislation and your customer's terms and conditions to ensure accurate payroll processing and ideally have good knowledge within Payroll and SAP.

Job Purpose:

To lead a team of supervisors and senior administrative staff, overseeing and organising the workload to have everything ready for the monthly payroll to run.

Role Responsibilities:

​​​​​​Manage Team Supervisors whose main duties include:

  • Directly managing a team of staff ensuring they are coached effectively to confidently input the payroll.
  • Checking the payroll input
  • Conducting performance appraisals and performance management meetings

Training the team on processes including:

  • Calculating statutory and occupational entitlements (including sickness and maternity related benefits) and manage relevant casework correspondence with the employee, manager and where appropriate HR teams.
  • Manually calculating employee tax and NI contributions.
  • Following agreed process to input all aspects of the monthly payroll including managing customer invoices and answering varied payroll queries

Other Duties Include:

  • Manage and organise team workloads and priorities to ensure the monthly payroll is ready for processing. This will include ensuring work is appropriately allocated and coordinating the team supervisors to manage peaks and troughs in work, with resource available at payroll running deadlines each month.
  • Support, guide and advise team supervisors, being the escalation route for queries and issues.
  • Provide technical advice to the team on Transactional HR and Pay issues
  • Manage customer complaints including corrective actions
  • Organise staff training and development – generating ideas to improve processes.
  • Proactive management of Business Processes – ensuring these are kept up to date and reviewed to provide efficient and effective service delivery.
Role Requirements:
  • Appropriate professional qualification essential or working towards securing an appropriate professional qualification within a prescribed time period.
  • Evidence of effective people management skills preferably in a transactional and/or customer focussed service
  • Excellent knowledge of transactional HR and Pay functions.
  • Proven ability to think and operate independently and take responsibility for decisions and actions.
  • High level IT skills
  • Analytical skills, able to interpret, present and explain management information, identifying trends and impacts with ability to innovative, continuously improve and implement change.
  • Proven organisational and coordinating skills.
  • Strong communication and influencing skills.
  • Organisational sensitivity and awareness.
  • A commitment to continuous improvement and ability to foster a culture and environment to drive this across the service.
  • Strong governance and demonstration of accountability.
  • Commercial awareness
Working Conditions:
  • Office based with ability to travel to other HCC sites and organisations.
  • Display screen equipment (DSE) user
