Development Management Manager
To ensure the implementation of the Council development plan for the Borough, and provide advice on all matters relating to Development Management within the planning team including planning enforcement, to ensure that the Borough is able to provide and meet the Council targets for growth, housing, employment, retail, community facilities, waste facilities and provision of minerals sites.
Develop and maintain partnerships with Parish and Town Councils, the voluntary sector and environmental organisations, to improve and promote understanding of the Boroughâ€™s Development Management Service.
To manage and ensure that Planning Officers and Senior Planning Officers secure at both the planning application and appeal stage financial sums or physical improvements to infrastructure Â through negotiations with developers to ensure that development proposals make adequate provision for infrastructure and community facilities (planning gain).
To project manage work to support the ongoing development and improvements in efficiency of the service.
Management and people
The role holder will play a significant role directly managing the Development Management Team consisting of about officers within Planning and Enforcement sub teams.
They will manage and bring forward development that will shape the built environment of Milton Keynes and the physical, social and economic growth of the Borough. Those developments will have a major influence on the quality of life and wellbeing of those living and working in, and visiting, the Borough of Milton Keynes.
They will manage and bring forward enforcement action where needed and when appropriate to ensure the investigation of a wide range of breaches of planning control, particularly:
On a daily basis the role holder will allocate and sign off decisions on a wide range of planning and enforcement applications including complex and often contentious developments ensuring that Senior Planning, Planning Officers and Enforcement Officers have correctly consulted and received responses from both internal and external stakeholders, ensure the Councils planning policies and other issues are correctly interpreted and weighed, any necessary financial or on site infrastructure works have been secured and relevant and necessary conditions have been suggested.
Exercises powers to determine all types of planning and other applications as well as serving of all relevant notices associated with enforcement action in accordance with the councils adopted scheme of delegation for planning and enforcement matters.
Service financial resources
This includes leading on the procurement of consultants to undertake specific pieces of work, and ensuring value for money for the work to be undertaken when comparing tenders.
The role holder will be required to prepare bids for funding from a variety of sources to support the preparation of planning policy. This extends to supporting bids from Parish Councils to support the preparation of Neighbourhood Plans and for submitting claims to the DCLG for Extra Burdens Funding for Neighbourhood Planning work. Additionally, the role holder may contribute to the preparation and drafting of corporate bids for funding.
To manage and ensure that Planning Officers and Senior Planning Officers manage and negotiate planning performance agreements which agree a fee and application process for complex and strategic applications
Corporate Financial Resources
The role holder plays an integral part in the preparation of developer contribution policies, including planning obligations and the Community Infrastructure Levy, which are key funding streams for the Council and external service providers

Sums involved typically hundreds of thousands of pounds and occasionally over one million pounds.
The role holder is required to use the Councils computer software to manage workload. This involves inputting detailed and often sensitive information into the computer systems for generating correspondence to members of the public and other stakeholders and / or publishing on the Councils website. Where necessary the role holder is required to censor sensitive information to meet the requirements of the Data Protection Act.
