Chief Controls Officer



Flexible base location with travel to Swindon/London as required.

In this new, transformational role as Chief Controls Officer, you’ll have responsibility for the strategic leadership of 1st line risk management, controls testing and compliance advice for the Society, supporting, guiding and proving the Intelligent Controls agenda. Proactively delivering the approach to Operational, Regulatory and Conduct Risk, you’ll embed consistent adoption of these Frameworks across 1st line, complying with recognised best practice and the Society’s risk appetite and regulatory requirements.

More broadly, to drive acceleration, efficiency and engagement, we’ve introduced cross-community, Society-wide Missions, shaped by member needs and wants. As such, your expertise and contribution will be critical in providing expert risk management advice and challenge, to enable the business and Member Mission Leaders to ensure risks are identified, assessed and managed to effectively discharge their regulatory accountabilities.

So, we’ll need you to be adept at navigating at an enterprise level (horizontally and vertically) towards collective outcomes, galvanising and energising teams, winning hearts and minds and taking them on a journey towards dynamic ways of working. Externally, you’ll understand the landscape, the future opportunities and challenges it presents and will be influential in aligning this to the Society’s strategic aims.

What you'll be doing

  • Reporting to the Chief Operating Officer and dotted line reporting to the Chief Risk Officer
  • Foster strong relationships with the business and Mission leads to provide effective risk management support (including reporting) to enable each Senior Manager Function to discharge their risk management responsibilities;
  • Effectively lead 1st line risk processes, both Operational, Regulatory and Conduct risk across end to end propositions, in line with Society policy and appetite, and regulatory requirements;
  • Accountable for consistent embedding of the Operational, Regulatory and Conduct risk management framework across all Communities and Member Missions (excluding Financial Control);
    • Deliver the Operational, Regulatory and Conduct risk scenario analysis programme for the Society;
    • Maintain the Operational, Regulatory and Conduct risk policy estate;
    • Ensure all loss events are appropriately recorded in an accurate and timely manner; and
    • Facilitate ongoing Risk and Control Self-Assessment activity with first line teams.
  • Ensure the Society risk profile is well understood and that risks are adequately mitigated by those accountable for the risks;
  • Implement and deliver Risk and Compliance reporting to all Communities and Member Missions (excluding Financial Control), ensuring a comprehensive set of reporting is provided to maintain the risk profile within risk appetite and compliant with BCBS 239;
  • Establishing operational and service level agreements (OLA’s and SLA’s) to support delivery across Communities and Member Missions.
  • Lead risk domain specialist teams responsible for advice and risk management including:
    • Security, data and payments;
    • Technology and digital channels;
    • Third parties; and
    • Conduct and Regulatory Compliance.
  • Develop and lead the execution of testing regime to understand the:
    • Adequacy of the first line control environment;
    • Delivery of desired Member outcomes across all key journeys; and
    • Ongoing compliance with financial services regulation.
  • Ensure robust governance and decision making is in place across first line risk management activity to support Material Risk Takers and Senior Management Functions;
  • Chair the Operational and Conduct Risk Committee, which is a key sub-committee of the Executive Risk Committee;
  • Lead the delivery of an ongoing programme of change to mature the risk and control culture of the Society;
  • Execute all responsibilities in an increasingly efficient way seeking out opportunities for innovation, continuous improvement and digitisation;
  • Oversee the effective delivery of regulatory change and key regulatory developments;
  • Responding to regulatory queries regarding first line risk management
  • Regular interaction with the Chief Risk Officer on key risk topics as required through dotted line management.

About You

We’ll need you to have significant risk and compliance experience, ideally establishing and developing a Chief Controls Office function in a large retail FS environment. Combined with outstanding people leadership qualities, influence and gravitas, you’ll be an exceptional operational and strategic thinker who can evidence how they’ve engaged with and managed their teams to deliver through change and cultural transformation, by establishing a practice of inclusive, collaborative leadership and employee engagement.

Technically, you’ll have experience of embedding mature and ‘best in class’ risk management frameworks, in particular in the 1st line. Your expertise will include designing and optimising controls testing, remediation and optimisation programmes, working to audit or Sarbanes-Oxley (SOX) requirements and a strong focus on conduct risk and customer outcomes.
