PPP Head of Supply Chain
Sellafield Limited (SL) has identified the need for project and program management support to deliver 17 major construction projects associated with developing the infrastructure required for the reprocessing and making safe of nuclear waste material. CAPEX for the 20 year program is estimated at £6.5billion. The support SL requires is being procured through the selection of 4 Program and Project Partners (PPP) to form an integrated team for the 20 year programme duration. The PPP partnership will be comprised of: Integration (Lot 1), Engineering & Design (Lot 2), Civil Construction (Lot 3), Process Construction (Lot 4), and Sellafield. Each Partner has defined scope responsibility, and combined responsibility for delivering the Major Projects on time and budget.
Head of Supply Chain will be responsible for setting strategic direction, managing the development and implementation of procurement activities, policies and processes, and ensuring successful delivery of supply chain activities. The Head of Supply Chain will be responsible for delivery of all supply chain processes and activities across the PPP supply chain programme. The role will require the successful candidate to be responsible for all aspects of supply chain strategy, development of systems and processes to deliver supply chain activities, assurance, analytics, reporting, supply chain performance monitoring and quality of supply chain activities across the centralised PPP Supply Chain Services and Project Procurement teams, delivered through a small team of centrally based supply chain professionals.

Qualifications and Experience:
- Bachelor's Degree in a supply chain, procurement or relevant management discipline or relevant professional accreditation (MCIPS or equivalent).
- Substantial experience in a relevant field including several years in a managerial position.

- Core Responsibilities and Duties
The role will require the successful candidate to develop and implement the overall supply chain strategy to deliver PPP as well as responsibility for delivery of supply chain initiatives and activities across PPP. This translates to building and developing the team, delivering initiatives and developing and delivering the strategic direction of the overall supply chain function. The specifics of the role are as follows:
Strategy and Performance Management:
- Development and implementation of the Supply Chain Strategy, cascading it to acquisition plans and deliverables.
- Establishment and management of key supply chain KPI systems and data gathering.
- Stakeholder management of key requirements and PPP processes including Procurement Plan
Day-to-day Management:
- Manage the day-to-day operations of PPP Services supply chain function, providing guidance on all aspects of supply chain activities across the centralised PPP Supply Chain Services and Project Procurement teams.
Vendor Management:
- Establish a centralised vendor registration portal and publicise opportunities
- Identify, establish and manage supplier relationship management activities
- Develop a centralised vendor prequalification capability
Data Analytics & Reporting:
- Establish, implement and manage a central data analytics function
- Identify key supply chain trends and develop mitigation / improvement strategies
- Develop and regularly publish executive and functional reports
Quality Assurance:
- Maintain and regularly review supply chain policies, procedures, processes and templates.
- Ensure supply chain function compliance with PPP procedures within PPP Supply Chain Services and Project Procurement teams.
Vendor Management:
- Monitor and report on supplier performance and facilitate regular performance reviews with stakeholders in order to assess value and quality of supplier services / products and inform decision-making on future collaborations.
- Maintain and regularly update qualified business suppliers' database, in line with PPP business needs, to ensure data on suppliers is easily stored, accessed and retrieved.
Relationship Management:
- Establish and maintain productive relationships with key stakeholders to ensure engagement in all activities and support for procurement strategy.
Policies and Procedures:
- Set the strategy and direction for implementation of the procurement function policies, processes and procedures to ensure fulfilment of legislative / procedure requirements and alignment to operations.
Subordinates Supervision:
- Supervise the activities of subordinates to ensure that all work within procurement function is carried out in an efficient manner and in compliance with the set policies, processes and procedures.
- Identify procurement staff development opportunities and assist in establishing an annual staff development plan.
EHQS (Environment, Health, Quality and Safety):
- Comply with all relevant environment, health, quality and safety procedures to ensure a healthy and safe work environment.
Continuous Improvement:
- Stimulate subordinates and contribute to the identification of opportunities for continuous improvement of procurement processes and practices taking into account 'international best practice', improvement of business processes, cost reduction and productivity improvement.
Ad-hoc Requests:
- Perform any other related duties or assignments as directed.
