About the opportunity:
Barrow-in-Furness, BAE Systems Site Redevelopment Programme (SRP)
Barrow-in-Furness is home to one of the few shipyards in the world that builds nuclear submarines. The shipyard is currently building Astute-class submarines (97m in length) and is moving into its next generation of submarines, through the production of Dreadnought-class (154m in length) submarine. To provide the required capabilities to support the Dreadnought production, the site is undergoing redevelopment through the construction of new state of the art facilities and upgrading the existing facilities and buildings.
The Barrow Site Redevelopment Programme (SRP) was commissioned by BAE Systems Submarines in 2011 as part of the wider Dreadnought Programme of works. It is a complex integrated infrastructure programme with multiple diverse projects on a live manufacturing site, with further complexity added by nuclear licencing requirements. The projects follow the Royal Institute of British Architects (RIBA) 8-stage plan of work, from strategic definition to use. The programme seeks an investment greater than £1bn, marking the largest investment on the shipyard site since 1986.
Barrow is a beautiful coastal town located in the picturesque county of Cumbria in the lake district. BAE have a significant presence in the local community, with around 10,000 personnel currently in the area. The town is extremely proud of its historical and ongoing production of naval vessels, where even the local football club features a submarine on its emblem.

Key Responsibilities include:
Reporting to, and on behalf of, the Head of Commissioning (Facilities), the Commissioning Manager shall ensure that all Facilities Commissioning activities are carried out safely to the agreed schedule, satisfying all applicable statutory, regulatory and company quality requirements.
• In conjunction with the Principal Contractor or Equipment Supplier (contract dependent), ensuring commissioning is carried out safely.
• Management and execution of commissioning in accordance with established procedures and arrangements.
• Liaising training requirements between commissioning and operations, maintenance staff and other key auxiliary functions e.g. Local Area SHE Managers, Commissioning Team Leaders, SHE personnel.
• Establishment of an effective organisational structure to meet project commissioning targets including logic, programmes and reporting of progress.
• The Commissioning Manager will also confirm that any commissioning team Duly Authorised Person (DAP) and SQEP role appointments are in place prior to commencement of the commissioning activity; this will be carried out in conformance with T/C 0000161871 Authority to Commission Nomination Procedure (Ref 14).
• The approval of commissioning test documentation, such as Commissioning Reports, Commissioning and Procedures.
• The production of Commissioning Reports for all phases of commissioning.
• The quality of test execution and test records.
• Coordination of the associated interfaces.
• Coordinating all interfacing teams/departments and service providers that support commissioning.
• The Commissioning Manager will maintain responsibility for the management of safety during commissioning, up to the point at which the new plant/equipment is transferred to operations.
• Ensuring that appropriately calibrated Test Equipment is used during the execution of all testing.
• Maximising the efficiency of commissioning activities, including determining the logical sequence of activities.
• Facilitating effective Handover of equipment from construction to commissioning, ensuring relevant certification and associated records are provided by construction and agreed by commissioning.
• Ensuring that any design changes and/or concessions on nuclear /radiological facilities are subject to the relevant process in accordance with PI Nuclear Safety 038 (Ref 4).
• Responsible overseeing all commissioning activities within his area, this may include up to six different work areas each having their own Lead Commissioning Officer and commissioning teams.
• Give updates of any progress and non-conformances to the CAG.
• Ensure training of personnel is carried out to maintain a competent operation team during the handover phase of any new plant/equipment from the commissioning team to the Systems Facilities Operations team.
• Responsible for the interfaces between work areas within his work scope.
• Ensure all personnel working within his area are SQEP and all training requirements are completed within appropriate timescales.

Essential
• SC clearance
• UK national
• Barrow 40 hours a week, 5 days a week. T&S will be considered on a case-by-case basis
• Good communication skills ability to negotiate and influence others including building and maintaining effective relationships with multiple stakeholders
• Degree qualified or similar experience
• Relavent and demonstrable experience in their field, in particular:
- Experience of role of similar commissioning projects, processes involved in planning and strategy, organisational skills and establishment of organisational commissioning structure
- Experience of management and execution of commissioning in accordance with established procedures and arrangements
Desirable
• Membership of Professional engineering body
• Knowledge of UK Health and Safety Legislation, information concerning specific company safety, quality and security procedures shall be provided in-post.
• Experience of working on commissioning of complex nuclear infrastructure projects
• Experience of working on commissioning of defence (infrastructure) projects
