Reporting to the Head of Compliance Strategy and Delivery, the Specialist Compliance Delivery is a member of the Strategy & Delivery team within Trading & Supply (T&S) Compliance.
The T&S Compliance Strategy & Delivery team is responsible for:
- Developing, implementing, and regularly reviewing T&S Compliance second Line of Defence (LoD2) strategies, goals and priorities (including the T&S Compliance data and technology strategy and its supporting IT roadmap, the T&S Compliance communications strategy and related annual plan, and Compliance Leadership Team governance) to align with T&S business strategy and developments within T&S Compliance, and to ensure T&S' regulated businesses are able to meet their regulatory obligations.
- Financial planning and reporting across T&S Compliance, including management of the approximately $45mm overall global budget.
- Delivering all LOD2 projects and strategic initiatives to enhance to the overall T&S Compliance Framework, including projects to:
- Continually review and improve Compliance surveillance, monitoring and other tools, processes, and data.
- Implement new regulatory requirements and regulatory change to ensure T&S' regulated businesses are able to meet their regulatory obligations.
- Achieve integration, readiness, and regulatory compliance for all new T&S businesses/acquisitions.
- The digitalisation of global T&S Compliance processes.
- Delivering into Compliance and supporting the T&S business with all projects under the Risk Portfolio Board programme of work.
The Compliance Delivery team is a group of highly driven Compliance professionals focussed on using their broad knowledge of Compliance frameworks, risks and controls to deliver solutions to enhance the T&S Compliance Framework to ensure T&S' regulated businesses are able to meet their regulatory obligations.
What's the role?
The Specialist Compliance Delivery will be responsible for using their trading compliance knowledge and experience to assist the Manager Compliance Delivery and Senior Specialist Compliance Delivery deliver cross-T&S Compliance projects in support of the T&S Compliance strategy. The projects within the Specialist Compliance Delivery's portfolio will range from initiatives to continually review and improve Compliance tools, processes, and data to implementation of new regulatory requirements and integration of new T&S businesses/acquisitions.
The Specialist Compliance Delivery will be expected to:
- Support the Manager Compliance Delivery and Senior Specialist Compliance Delivery in working with functional teams to identify and scope strategic, operational, or tactical solutions to complex issues in order better manage Compliance risk or enhance operational efficiency.
- Assist the Manager Compliance Delivery in documenting and updating the annual T&S Compliance projects plan and projects pipeline.
- Support the Manager Compliance Delivery in producing reporting on overall LOD2 project portfolio status, risks, and issues against plan.
- Partner with Manager Compliance Delivery and Senior Specialist Compliance Delivery to help:
- Capture compliance functional team risk issues, value drivers and high-level requirements to define the problem statement and obtain buy-in for each project from a diverse and senior stakeholder community.
- Define scope and compliance team outcomes of any project as well as delivery approach with resource, timeline, and budget (factoring in any interdependencies with other compliance projects and BAU deliverables).
- Establish fit for purpose governance to ensure each project delivers against its objectives, has effective decision-making processes, and maintains senior stakeholder support.
- Gather and analyse data relating to risks, feasibility, opportunities, and compliance team impacts of various solution options.
- Partner with cross-functional teams and stakeholders to deliver each project to plan and budget, including assisting with change management activities such as transition planning, training, and communications.
- Effectively manage and report on status, risks, and issues within each project, with escalation as needed.
- Transition project deliverables into compliance functional teams.
- Capture and share successes and learnings to enhance future projects.
- Provide PMO and business analyst support for a portfolio of LOD2 projects and initiatives, including documenting processes, pain points and detailed requirements.
- Provide day-to-day advice and guidance to Senior Analyst Compliance Delivery in relation to PMO and business analyst activities.
- Partner with other parts of T&S Compliance and other functions / T&S businesses as required.
- Drive delivery of less complex projects or initiatives as required.
- No direct reports.
- Member of the global T&S Compliance Strategy & Delivery team.
- Acts as delegate for Senior Specialist Compliance Delivery as required.
- Expected to drive delivery of less complex projects or initiatives as required by project pipeline.
- Provides day-to-day advice and guidance to Senior Analyst Compliance Delivery in relation to PMO and business analyst activities.
What we need from you
Along with your bachelor's degree from an accredited university or equivalent work experience, we hope to see the following in your CV:
- Considerable experience in compliance / business risk and controls roles and / or PMO or Business Analyst type roles in consulting, financial services, trading organisations and regulators.
- Skilled in creating and maintaining project plans, including risks, actions, issues, dependencies.
- Skilled in documenting processes, pain points and requirements.
- Experience across trading compliance functional domains and knowledge of global financial regulatory compliance requirements.
- Knowledge of one or more segments of the T&S businesses (including Crude, Products, Energy, Shipping, Operations and Supply) and an understanding of trading instruments, trading strategies, and risk concepts.
- Project management, change management and continuous improvement experience.
- Ability to manage several tasks at once and comfortable working in fast-paced, changing environment.
- Excellent written and verbal communication skills.
- Mastery of data analytics and problem-solving.
- Extensive experience with PowerPoint, Excel and Word.
- Ability to interact with a wide range of stakeholders and to collaborate and partner effectively within a global team.
- Ability to work across different groups to harness ideas and generate solutions or new approaches to complex problems.
