DESCRIPTION OF JOB TASK AND RESPONSIBILITIES:
- The Assistant Chief (A/C) of Training is a manager level position, with a flexible work schedule of 48 hours per week.
- Position requires work schedule flexibility to work nights, weekends and holidays as needed to complete staffing requirements.
- Position requires individual to be on standby for emergency recall for emergencies and to assume command, incident safety officer, staff EOC and/or any duty assigned.
- This position requires excellent time management skills to effectively manage all training programs, staff and reports.
- This position requires individual to attend government meetings, brief government officials and others of the operations of the training lessons learned during installation exercises and real-world events.
- Manages, develops, and directs a continuing training program, including all aspects of Fire Services.
- Consult with the other Assistant Chiefs to plan and conduct scheduled/unscheduled training.
- Obtains the necessary training references materials, props and training aids to maintain a viable program.
- Must become certified to operator of the live fire training facility, mobile aircraft fire training device (MAFTD) and or fixed aircraft live fire training mock-up.
- Prepares and submits annual training budget to the Fire Chief.
- Prepares lesson plans and schedules classes to ensure compliance with applicable standards and regulations. Conducts classroom instructions as well as "hands on" training.
- Conducts announced and unannounced emergency drills to ensure emergency response readiness.
- Will be a member of the departments NFPA 1500 committee.
- Ensures all training is conducted safely in accordance with NFPA standards and applicable instructions.
- Complete oversight of the DOD Firefighter Certification Program enrolls firefighters and schedules end of course testing with the Test Control Facility.
- Completes and submits certifications packages through the DoD Fire Fighter Certification Administrator.
- Counsels firefighters and supervisor of training deficiencies and implements a corrective action plan.
- Required to ensure quality management of all department training from department instructors by randomly evaluating instructors in their performance.
- Post a monthly training schedule with classes and instructors.
- Prepares the annual training plan in a timely manner. Will be responsible to write and update lesson plans, COP's, SOP's and SOG's for all assigned areas.
- Must comply with all department and company rules, instructions and standard operating policies.
- Must comply with all safety rules and policies; safety infraction(s) are reason for termination.
- Directly supervise, write employee evaluations and make recommendations for hiring and promoting.
- Will be responsible for cost control measures of assigned employee's overtime. Subject to mandatory over-time and recall.
- Duty assignment(s) will be directed by the, Deputy Fire Chief and/or Fire Chief; not inclusive of this job description and as needed to complete the mission.
- And all other assigned tasks as directed by superiors in chain of command.
BASIC JOB QUALIFICATIONS:
- Must always pass overseas medical screening and be in good health; fit for duty.
- Must have psychological pre-employment testing.
- Must speak, read, write and understand the English language fluently.
- Must be able to remain calm and think clearly under stressful circumstances; continue to multi-task.
- Must have experience with computers and be proficient with Microsoft Office products.
- Subject to random drug testing.
- Must pass physical IAW NFPA 1500 & 1582.
- Must participate in the Physical Fitness Program (DoD I 6055.06).
- Maintain currency with all local proficiency and ancillary training IAW instructions, SOP's & SOG's.
- Must hold country of residence driver's license; and always maintain current.
DoD CERTIFICATION REQUIREMENTS:
- Complete Department of Homeland Security, FEMA course (IS-100, IS-200, IS-300, IS-400, IS-700, IS-800.

EDUCATION:
- Must be at least high school, technical or vocational graduate; Associate or bachelor's degree is preferred.
EXPERIENCE:
- Minimum of 3 years as an Assistant Fire Chief for Training in a fire operations program of size and scope to that required on Diego Garcia.
- Must have experience at the company officer level with extensive fire instructor background.
